On May 24, 2023, Super Typhoon Mawar, the most formidable storm to strike Guam in over two decades, necessitated an immediate and coordinated disaster recovery effort. Atkinson Consulting was selected by AECOM to support NAVFAC in the comprehensive recovery operations for the U.S. Navy, addressing the critical needs of base infrastructure and facilities.
 
Atkinson rapidly mobilized a skilled team to respond to the challenges presented by Super Typhoon Mawar. Unlike traditional recruitment methods that passively wait for applicants, Atkinson actively seeks out the most qualified candidates. This approach was especially crucial in Guam, where Atkinson focused on recruiting highly skilled local Guamanians. The local recruits brought invaluable knowledge of the region’s unique needs and conditions, which was essential for the effective execution of the recovery efforts.
 
The primary challenge faced in this mission was implementing robust project controls to accurately record and manage the extensive recovery tasks. Complexities in assigning appropriate task and facilities codes, as well as the intricacies of logging time, materials, and resources, required an innovative approach. In response, Atkinson internally developed a specialized remote project controls system. This advanced system not only captured essential time and project data efficiently but also streamlined these details into a cohesive format suitable for payroll and invoicing purposes, enhancing operational efficiency and financial transparency.
 
Atkinson’s team provided crucial technical expertise, advising on the development and review of acquisition and execution strategies. Their involvement was pivotal in analyzing program performance and project deliverables, ensuring that prioritization of reconstruction requirements was met with precision. The U.S. government’s tasking under this initiative included approximately 50 military construction and 100 restoration and modernization projects, demonstrating the scale and significance of Atkinson’s involvement.
 
This project not only showcased Atkinson’s capacity for rapid deployment and crisis management but also highlighted their innovative contributions to enhancing project control systems. These innovations have continued to add significant value to complex federal recovery efforts, setting new standards in disaster response and project management.
